Your figures are almost certainly accurate. This asks a different question: whether the interval between one look and the next is short enough to catch the things that move fastest. It ends in a document rather than a proposal. A ranked list of detection gaps, a derived review interval for each measure, and a clear separation between what can be corrected using the systems you already have and what would need building. It is written to be forwarded to whoever authorises the spend.

A Diagnosis Is Not
A Repair.

Some people arrive already knowing where the gap is. What they want is something designed, rebuilt, instrumented, integrated, or simply examined by somebody who has not already decided what the answer will be. There is no fixed scope for that and no price list, because the shape of it comes from the problem rather than from a catalogue.

Four disciplines sit underneath all of it. A specialist in any one of them stops at the edge of it. A generalist covers all four and is the right choice, and the cheaper one, when only one is actually needed. What is difficult to buy is the work that requires two or three at once, where the problem sits in the space between specialists and nobody owns the join. That space is where undefined problems collect, and it is usually why they are still there.
